I don't know, honestly. I seem to recall the films were so grueling in part because they were all made together rather than 1 -> 2 -> 3, so I don't know when Gondor even entered the picture, production-wise. But I do think there are some basic conceptual issues that are unlikely to have turned out well, regardless.
