Another artist posted a since-deleted picture of Korra facing young Noatak, with clear parallels in their designs reinforced by casting both in light blue and black colours. 

I said:

I am the first to admit that Noatak's and Tarrlok's character designs are a little ... erratic, but young Noatak mirroring Korra is GREAT.
